XTND were mandated to investigate a state-owned company. The investigation pertained to allegations of irregularities surrounding a tender that was issued and subsequently cancelled on three separate occasions.
The state-owned company had established the necessary policies and procedures as required and even created the necessary committees like a bid specification-, evaluation and adjudication committee but the operations of these committees and the actions of employees did not adhere to the purpose and processes these committees are required for. Additionally, no control measures were implemented to ensure the policies were functioning as intended.
